Length of races would depend on the number of cars entered into the race weekend.

All competing cars would be subject to scrutineering on both the Saturday & the Sunday.

Drivers would be charged the following for the GP weekend racing:

Club racers:   €75 for the two days (no one day price)

Taxi / Test drivers: €45 per day

No monies would be returned at the end of the weekend for assistance with track clearance – although the trophies would not be presented until track clear up has been completed.

Club members are reminded that they must complete their qualifying races before offering test or taxi rides.

(Only drivers that have been declared as competent / safe (by the club OIC) on the Gutersloh Garrison Rally Cross circuit may offer their services as a taxi driver).

Only certified club members and their immediate families are permitted to camp out in PRB. No shower facilities are available this year.

Club members intending to socialise on the Friday evening are reminded that they should bring their own food. However they are expected to purchase drinks from the beer wagon hired in for the occasion by the club, drinks will be sold at €0.50 per glass.

No formal entertainment has been organised for the Friday night.

Club members socialising on the Saturday night should be aware of the following rules:

Food is to be purchased from the grill stand at the following cost: Adults €5 per Person. Children €3 per Person. Payment for food is to be in advance from the bier wagon commencing at 18:00hrs (a hand stamp will be issued per person who has paid – no stamp no food).

Drink is to be purchased from the beer wagon at the same price as the Friday evening.

No private grills or parties are to be conducted on the Saturday night.

Entertainment: Keane Higgs has offered to run his disco for the evening.

Club members are asked to organise other social activities as they see fit.

Access to Camp

Members are to note that the visitors and invited guests are to be escorted to and from the guardroom. Members inviting friends in to the camp are responsible for their friends and families behaviour whilst they are on camp.

Trinken nur am Bierwagen und wird auch 0,5  €pro Glass kosten.

Keine Privaten Grills am Samstag.

Race day set up: In particular race organisation

It was agreed that the trial system utilised on the last race day had been less than successful and as a result the old system would be utilised in future.

Drivers are thanked for their patience during the course of the trail during the last race day.

Complaints procedures: There has been a spate of complaints made during the course of the recent race days. These complaints have been made direct to members of the club, and have at times been heated and direct, and not always appreciated or required.

It was agreed by the committee that complaints are to be made by using any of the following formats:

1. At the time of the complaint: Verbally direct to the club OIC – not to another club member.

2. In writing directed to the Club OIC – again not to the person that the complaint is being made against.

3. In person at the subsequent committee meeting. At this point the complainant will have the opportunity to put his / her complaint direct to the committee – who will then investigate accordingly prior to making a judgement.

The club web site forum is not the format for airing grievances.  

Royal British Legion (RBL)

Members are to note that the RBL have started to utilise the building adjacent to the GTO hangar and that their grand opening is to take place on the afternoon of the 26 June 2010. As such when racing drivers and the marshals should be observant of personnel near marshal point 3. The cut of area near Marshal point 3 is to be reconfigured for the day.

GP Weekend Organisation: The committee agreed on the following organisation for the GP weekend:

It should be noted that the club will provide entertainment and food on the Saturday night only. Personnel camping on the Friday night will need to fend for themselves (less beer – which will be available for sale from the beer wagon)

Entertainment: Keane Higgs has agreed to provide the disco for a small remuneration.

Food: Food will be provided from a variety of sources, the food will be a grill style buffet at a cost of €5 per adult and €3 per child (aged 5 – 14) on payment of fee a stamp of the hand will be given (no stamp no food).

Beer: A beer wagon has been hired: Beer will be sold at 50 cents per glass. Soft drinks, limited spirits and wine will also be available for purchase.

Es wurde beschlossen, dass der letzte Renntag als Test Tag nicht bestanden hat. Wir werden nach dem alten System wieder fahren.

Wir möchten uns bei allen Fahrer bedanken für deren Hilfe und eure Geduld.

Wie ich mich zu benehmen habe, wenn ich eine Beschwerde habe. In letzter Zeit gab es Unstimmigkeiten zwischen verschieden Personen um dies zu vermeiden wurde folgendes besprochen:

Es wurde besprochen, dass Beschwerden nur folgende maßen behandelt werden:

1. Wenn etwas sofort gesagt werden muss, dann nur durch den Club OIC nicht an ein Club Mitglied.

2. Schriftlich: Nur persönlich an den Club OIC wenden und auch hier nicht an ein Club Mitglied.

3. Beim einen Komitee treffen. Dann kann auch die anderen Mitglieder des Komitees sich darüber unterhalten und dann auch klären

Royal British Legion (RBL)

Mitglieder sollen wissen, dass am folgenden Samstag die RBL ihrer Eröffnung haben im Hanger ( Party Hanger GP 2009 ). Es wird Samstagnachmittag stattfinden. Marshal 3 muss darauf achten, wenn Personen auf unsere Fahrbahn sind. Die Ecke wird auch leicht gekürzt um Ereignisse zu vermeiden.

GP Weekend Organisation: Der Komitee hat folgende Punkte beschlossen:

Der Club wird am Samstag für Essen und Trinken sorgen. Am Freitag ist jeder für sich selbst zu sorgen. Aber bitte kein Alkohol mit bringen, da der Bierwagen schon am Freitag geöffnet sein wird.

Entertainment: Keane Higgs wird uns wach halten mit Musik.

Essen: Essen wird von verschieden Personen besorgt. Es wird ein im Grillen style sein und wird 5 € pro Person kosten und 3 € pro Kind ( 5 – 14 Jahre alt ). Es wird ein Stempel auf der Hand geben und ohne Stempel kein Essen.

Bier: Ein Bierwagen wird bereit stehen. Bier wird verkauft mit 50 cent pro Glas. Andere Getränke wird es auch geben. Kurzen und Alkohol freie Getränke.

Besteck und Teller: Wird Roy besorgen

Tische und Stühle: Provided by Keane Higgs.

The following other business was discussed:

Set up of the circuit – in particular the use of large tyres on the inside of curves / corners that may have been instrumental in the rollover of Meg Pemberton on the last race.

The committee agreed to review the circuit (once set up)  with a keener eye to the safety of the circuit for the drivers – potentially utilise smaller tyres or barrels on the inside of each curve / corner.

Security and passes

It was agreed that after repeated warnings drivers who have not got club passes for the 2010 season or do not bring the requisite forms for pass applications to the next race day will not be allowed to race on the 5 June.

Change to the format of the race day:

In an effort to bring fresh ideas into the club it was agreed that the club would trial several different systems for the race day on the 5 June 2010. These systems would be used as tests, if the systems proved popular and improved the organisation of the day they would be adopted and embodied into the club rules.

It is appreciated that these rules may not suit every one and therefore constructive criticism is welcome.

The following new systems would be put to the test on 5 June 2010:

a. Scrutineering: Scrutineering would take place adjacent to the old start line with cars lined up in class lines. Cars should be presented ‘fit for race’ as once the car had been passed fit it would not be allowed to move back into the pit area until after the completion of the 10/15 minute test drive period.

b. Qualification: Instead of qualifying by use of the ‘best times’ qualifying against the clock, a new system would be introduced where by cars would qualify in class with points being awarded for position within the qualifying race (best two of three results counting) on a 1^st past the post system. Races would be held by class. 1 point being awarded for being 1^st in the race and 5 for fifth place (these points would only be utilised to identify the start positions on the class grid and would not be taken forward to the main points table) .  The drivers with the lowest number of points in qualifying would be entered for the class final. First 2 cars in the class final being entered into the super final. This is a system often utilised in international Rally X events.

c. As no timekeepers clocks are to be utilised the team race would not take place but the endurance race would be extended (dependant on time left at the end of the finals.

d. Currently the start line marshal is constantly calling cars forward to participate in qualification races. In future, this will stop and the onus will be placed on the drivers to ensure that they are lined up in their class lanes in sufficient time to be called forward to the start line for their next qualifying race. If a driver is not on the start line for his relevant class race, he will automatically be given a DNF for that particular qualifying race.     

e. Club Cars (CC) : Where possible CC would run in their own class – where this is not possible they will run with / alongside the A class cars.

Aufbau der Strecke – insbesondere Benutzung der etwas größeren Reifen von der Innenseite der Kurve / Ecken die vielleicht dazu beigefügt haben, dass Meg Pemberton sich überschlagen hat.

Der Komitee hat vereinbart, dass die Strecke noch einmal kontrolliert werden muss. Vielleicht eine andere Lösung finden für die Kurve und andere Teile der Strecke.

Sicherheit und Pässe:

Es wurde öfters darauf hingewiesen, dass Besucher unbedingt einen Ausweis benötigen. Wer also beim nächsten Rennen keinen Ausweis oder die Formulare dafür mit hat, wird nicht auf das Kasernengelände gelassen.

Derr Renntag wird sich leicht ändern:

Da der Club immer offen ist für neue Ideen, werden wir für Samstag, den 5. Juni ein neues System ausprobieren. Dieses System wird erst mal nur zum Test sein um zu sehen ob es überhaupt funktioniert und ob es gut ankommt. Wenn es gut ankommt wird es geändert und auch in den Regeln festgelegt. Natürlich wird es eine Umstellung sein aber wir hoffen, dass es gut laufen wird und natürlich benötigen wir eure Unterstützung für Ideen und Anmerkungen.

Folgendes System wird am 5 Juni zum Testen angewendet:

a. Abnahme: Abnahme wird an der Start Linie gemacht. Das heißt alle Autos müssen Start Klar an der Start Linie sein, erst dann wird die Abnahme gemacht und dann werden die 10 – 15 Minuten Test Fahrten gemacht und danach dürfen die Autos erst wieder zurück ins Fahrerlager und nicht vorher!!

b. Qualifikation: Statt gegen die Zeit zu fahren, wird es nach einem Punkte System laufen. Es werden die Läufe gemacht mit 5 Autos und der, der als erste durch die Startlinie fährt bekommt einen Punkt, fortlaufend bis zum 5 Platz der bekommt 5 Punkte. Die 2 besten aus 3 Rennen „Punkte“ werden zusammen gerechnet um die Start Position festzustellen für die jeweiligen Klassen. Dann läuft es „normal“ weiter. Die ersten 2 aus dem finalen werden dann gemeinsam mit den andere Klassen das Superfinal rennen dann starten. ( Diese Vorgehensweise wird auch im Internationalen Rally x benutzt ).

c. Da keine Zeit mehr gestoppt wird, wird es auch keine Team rennen mehr geben, deshalb wird das Ausdauerrennen verlängert, wenn genügend Zeit vorhanden ist.

d. Momentan werden die Fahrer alle aufgerufen vom Starter zur Start Linie zu kommen um die Qualifikation zu starten. In Zukunft wird dies nicht mehr passieren. Die Pflicht liegt jetzt bei dem Fahrer ihrer Autos immer auf der Start Linie bereit zu haben. Die Autos werden in Klassen aufgestellt um immer automatisch bereit zu sein. Die, die nicht Start klar sind und nicht auf der Start Linie bereit sind werden automatisch einen DNF bekommen.

e. Club Autos: Wenn möglich werden die im eigenen Rennen gegen einander fahren ansonsten werden die mit in der A Klasse fahren.

After the success of utilising the long course (including the run way) for the last 2 race meetings it is intended to continue utilising the long course for all future race meetings (when available).  

Due to the absence on exercise of the club OIC the following military member would act as OIC for the race day on 15 May 10.

WO2 Mick Williams. He is a long-term club member and fully conversant with the requirements required of the OIC on a race day.

The issue of costs for refreshments of the fire crew and club officials on race day was discussed.

It was agreed that Claudia Harvey ( burger bus chef) would receive €25 per race day to cover the cost of refreshments for the fire crew and race day officials. This agreement is subject to the authorisation of the account auditor. If he disagrees with this decision then Claudia will be required to provide a list by name and cost per official that she provides refreshments for.

Nachdem wir einen großen Erfolg hatten an den letzten 2 Rennen die verlängerte Strecke zu benutzen werden dieses mal wieder die verlängerte Strecke mit benutzen.

Da der OIC am folgenden Samstag wegen Manöver nicht erscheinen kann wird ein Mitglied der OIC in Vertretung am 15. Mai sein.

WO2 Mick Williams. Er ist schon seit einigen Jahren Mitglied des Vereins und er wird die Vertretung als OIC am Samstag den 15 Mai sein.

Es wurde über der Verpflegung der Feuerwehr und der Streckenposten besprochen:

Es wurde zugestimmt, dass Claudia Harvey ( Bus ) am jedem Samstag 25 € erhalten wird für die Verpflegung unsere Feuerwehr und Streckenposten. Es muss noch bestätigt werden, ob der Kontoführer damit einverstanden ist. Wenn er nicht zustimmen sollte wird sie wieder die beigefügte Liste ausfüllen müssen.

GP Weekend

The OIC requested that the committee give some thought to how this year’s GP weekend could be run. The committee were requested to bring their ideas to the next committee meeting, where funding and any suggestions would be discussed.

Nachdem wir einen Erfolg hatten mit der verlängerten Landebahn wird es voraussichtlich am 24 April 10 auch wieder benutzt werden.

Da am 24. April 10 der OIC auf Manöver ist wird am Samstag folgende Personen zusammen als OIC vertreten:

WO2 Eddie Edwards & WO2 Mick Williams. Beide sind schon sehr lange Mitglieder des Clubs und sind beide voll fähig den Bedarf des Clubs zu vertreten.

GP Wochenende

Die OIC verlangt, dass sich der Ausschuss sich einige Gedanken macht, wie die diesjährige GP Wochenende ausgeführt werden könnte. Der Ausschuss wurde gebeten, ihre Ideen für die nächste Sitzung mit zu bringen, wo die Finanzierung und Anregungen diskutiert werden kann.

Club Cars:  A requirement for 6 club cars has been identified for the day

The following other business was discussed:

Use of the longer race circuit (to include the aircraft runway).

It is hoped that the extended circuit can be utilised for the 1^st time on 4 April – if the final authorisation can be obtained before race day. (afternote: It is now confirmed that final authority has been granted to enable the club to race on the extended circuit – however there are several areas of work that need to be completed by club members in order that we are able to use the runway. This work will be completed on the afternoon of Friday 2 April (4pm onwards) – club members available are requested to assist with this work where possible. If the work is not completed on time then the runway will not be utilised).

A proposal was submitted for the club to purchase an automatic time control system for use on race days.

This system would initially cost in the region of €4000 with a small annual maintenance cost thereafter. There would also be a need for the club to purchase a small laptop computer on top of the initial cost. A further €75 per race car / club member would be required to rent a transponder that would need to be fitted to each race car in order for the system to work. (this €75 would be on top of the €50 years membership fee and the €50 race day fee.

This proposal was declined by the committee on the grounds of cost and the fact that the club is meant to be an affordable, fun race club. It was also felt that the purchase of a transponder for the system might not be affordable for all members.

Benutzen der verlängerte Strecke ( inklusive der landebahn).

Wir hoffen, dass wir die erweiterte Strecke für das 1. Mal am 4. April nutzten können - wenn die Endgültige Genehmigung vor dem Renntag vorhanden ist.

(Hinweis: Es ist nun bestätigt, dass wir die Möglichkeit haben die verlängerte Strecke zu benutzen - Allerdings gibt es mehrere Bereiche, die von Club-Mitgliedern abgeschlossen werden müssen um die Start- und Landebahn  zu benutzen. Diese Arbeit wird Freitagnachmittag, den 2. April (ab 4pm) erledigt. Club-Mitglieder die zur Verfügung stehen, werden gebeten, mit dieser Arbeit, soweit wie möglich zu unterstützen. Wenn die Arbeit nicht rechtzeitig abgeschlossen wird, dann kann die Landebahn nicht genutzt werden.)

Es wurde angesprochen ein automatisches Zeitsystem zu benutzen für unsere Renntage.

Dieses System würde zunächst ca. 4000 € kosten mit jährlichen Wartungskosten. Der Verein würde einen Computer oder einen Laptop benötigen. Weitere 75 € müsste ein Rennwagen / Clubmitglied bezahlen um ein Transponder in seinem Auto zu haben. Der Verein müsste noch zusätzlich welche kaufen um sie zu vermieten, für die Fahrer die nicht immer fahren können, welches dazu führen würde das die Startgelder etwas höher angesetzt werden müsste.

Dieser Vorschlag wurde vom Komitee abgelehnt, da die Kosten zu hoch sein werden. Der Verein soll ein kostengünstiger Fun Renn Club sein. Außerdem könnte sich wahrscheinlich nicht jeder Mitglied einen Transponder leisten.

 Due to this race day being the first of the season the Club OIC directed that no club cars should be utilised.

The following other business was discussed:

Start of season contracts:

Insurance: The OIC confirmed that 3^rd party insurance has been agreed for the 1^st 4 races of the season.

Porta loo: The OIC confirmed that an application for Porta loo’s for the forthcoming season has been submitted to the contracts branch within PRB.

Fire / medical care: The OIC also confirmed that he had sent the fire service the list of race days requesting that they provide adequate cover. As no reply has been received, it is assumed that cover would be provided.

Race Authority: The OIC confirmed that he had received authority to race for the 2010 season from the PRB trustees. 

Annual registration payment: The OIC asked all committee members to spread the word that personnel would not be allowed to race on Sat 13 Mar 10, unless they had paid their years membership money .

At the end of the meeting the list of personnel who had already registered and  paid for the year was confirmed.  

New Truck

It was confirmed that the club has purchased a replacement LKW. As such it was agreed that only one club member should be authorised to drive the vehicle on a race day. Christian Micheel agreed to be the driver of the LKW.

Race Circuit

The OIC confirmed to the committee that he had been successful in gaining permission to utilise a part of the airfield runway as part of the race circuit. He also outlined the requirements for use:

1.    The Runway sign must be removed prior to  

racing and replaced at the end of the race  

 day.

2.     If the runway area is utilised as part of the circuit, this part of the runway must be swept by the road sweeper at the start of the next working day. (After note: The OIC made an agreement with the GTO on Thurs 11 Mar 10, that the PRB road sweeper could be utilised each Monday post a race weekend, starting in April once any snow clearing requirements has been completed).

3.    The white cross and white lines on the runway must not be routinely raced over.

There being no further business to discuss the meeting was closed.

Da dieses Rennen das erste Rennen der Saison ist, hat der Club OIC eingeleitet, dass kein der Verein keine Club Autos genutzt werden sollte.

Außerdem wurden folgenden punkte besprochen:

Start der Saison Verträge:

Versicherung: Der OIC hat bestätigt, dass die Haftpflichtversicherung für die ersten 4 Rennen der Saison vereinbart wurde.

DIXI Klo: Der OIC hat bestätigt, dass ein Antrag für ein DIXI Klo für die kommende Saison vereinbart wurde.

Feuer / medizinischen Versorgung: Der OIC hat auch bestätigt, dass er der Feuerwehr die Liste geschickt hat und die Renntage beantragt hat, dass sie sich über einen angemessenen Versicherungsschutz bieten. Da keine Antwort eingegangen ist, wird angenommen, dass Abdeckung geliefert werden kann.

Renn Authorität: Der OIC hat bestätigt, dass er befugt ist, die Rennen in PRB für die Saison 2010 halten darf.

Jährliche Registrierung Zahlung: Der OIC bat alle Mitglieder des Ausschusses, allen bescheid zu sagen, dass wer nicht sein Jahresbetrag zu bezahlt hat, wird nicht am Samstag, den 13.03.2010 fahren darf.

Am Ende der Sitzung wurde die Liste der Mitglieder bestätigt wer gezahlt hat und wer nicht.

Neuer LKW

Es wurde bestätigt, dass der Verein ein Ersatz-LKW gekauft hat. Als solcher wurde vereinbart, dass nur ein Clubmitglied sich um das Fahrzeug kümmern und fahren darf. Christian Micheel wurde vereinbart, als Fahrer des LKW.

Rennstrecke:

Der OIC bestätigt, dass er erfolgreich die Erlaubnis, einen Teil der Start-und Landebahn des Flugplatzes als Teil der Rennstrecke zu nutzen. Hier die Anforderungen für den Einsatz:

1.    Das Flugplatz Schild, muss entfernt werden, vor jedem rennen.

2.     Wenn der Flugplatz zuaätzlich mitbenuzt wird, muss dieser Teil der Strecke nachher, vor dem nächsten Arbeitstag, gesäubert werden.

( Hinweis: Der OIC hat mit dem GTO abgesprochen, am Do, den 11.03.2010 das der Straßenkehrer es am Montag nach dem Rennen erledigen wird sobald die schneemaschine abgenommen wird. Es vorrausichtlich Anfang April sein)

3.    Das weiße Kreuz, darf nicht befahren werden!!!

Da es keine weiteren Geschäfte an der Sitzung zu besprechen war, wurde sie Sitzung geschlossen.

As a result of their being no volunteers for the position of Club Car maintainer a lengthy discussion ensued, the outcome being that should a member volunteer for the post the club would cover the individuals costs as follows:

1. Cover the cost of 1 year’s annual membership of the club.
2. Cover 50% of the individual’s race day fees throughout the race season.

Race day Fee €50 (per driver) - €10 being returned if assistance is provided to prepare the circuit and clean up post racing.

Regular non military spectator’s €10 admin fee for security passes.

Club car hire €45 Per car, (Maximum of 2 people per car per day)

Taxi and test €45 per car per day.

Special arrangements for annual membership of military personnel (due to deploy on Operations within the race year) will be made on a case by case basis).

insurance via Tower Gate Wilson insurers the MOD preferred   insurers at a cost of approximately €700 per year.

3. The requirement for the club to purchase a new LKV –

Club members are asked to keep an eye out for a likely vehicle.

Als Ergebnis, dass sich keine Freiwilligen für die Position des Club Car Betreuer gemeldet haben, gab es eine längere Diskussion. Das Ergebnis ist, sollte sich ein Mitglied freiwillig für den Posten des Clubs melden, würden folgende Bezahlung für die Personen erhalten:

1. Mitgliedsgebüren furs ganze Jahr.
2. 50% vom jeden Renntag werden abgezogen.

Renntag gebühren 50 € ( pro Fahrer ) – 10 € werden zurück gezahlt, nachdem geholfen wurde aufzuräumen.

Non Military Mitglieder müssen eine Gebühr von 10 € für Besucher ausweise zahlen.

Club Autos kosten 45 €, maximal 2 Leute pro Auto.

Taxi und Test Autos kosten 45 € pro Tag.

Sonderregelung für die Mitglieder des militärischen Personals (die für bestimmte Zeiträumer weg sind) wird von Fall zu Fall entschieden).

Der Chef hat dann noch folgende Punkte besprochen:

a.     Registrierung und Ausweise für PRB gelten nur für den weg vom Eingang bis zur Strecke. Die Ausweise geben keine Befugnisse in der Kaserne rum zu fahren.

b.     Wir weden unsere eigne Brand Versicherung bezahlen müssen, die ca. 700 € betragen werden.

c.     Der Club wird einen neuen LKW benötigen. Wir bitten alle Mitglieder daruf zu achten, ob Sie eins finden können bitte dann bescheid sagen.
